Explosive attack on Kenya church kills 1 child

NAIROBI, Kenya (AP) ? The acting police chief in Kenya's capital says an explosive device set off in a Sunday school class killed one child and seriously wounded three.

Moses Ombati said he suspects sympathizers with the Somali militant group al-Shabab were behind the attack at an Anglican church in Nairobi.

Kenya has seen a series of attacks on churches ever since Kenyan forces moved into Somalia to fight al-Shabab last year. Kenyan forces kicked the rebels out of their last stronghold, Kismayo, on Friday.

Grenades are often used in the attacks; Ombati is describing the cause of Sunday's attack as an explosive device.

One church member, Julius Macharia Maina, brought four children to the hospital. One child's head was cut open; the others had bruises. Maina described the attack "emotional and very scary."

Analysis: As fiscal cliff nears, markets ponder a rougher ride

NEW YORK (Reuters) - When it comes to U.S. deficit reduction, many investors would rather Congress "kick the can down the road" again than let 2013 start with a blast of fiscal austerity not seen since the Vietnam War.

While hardly optimal, a temporary deal that prevents a plunge over the "fiscal cliff" would stave off recession and buy time for investors to tweak their portfolios.

That's not to say investing won't be challenging in the meantime, as markets wait to see what action the lame duck Congress takes after the November 6 elections to prevent the automatic trigger of $600 billion of tax hikes and spending cuts in January.

"In our minds, the odds of a volatility spike between now and January 1 are going up," said Joseph Balestrino, fixed income strategist at Federated Investment Management, which oversees assets worth $360 billion. "Risk-off will be in vogue for that period of time."

Even so, investors remain confident Congress will avoid plunging off the cliff, an outcome the Congressional Budget Office has warned would trigger "a significant recession" and the loss of about 2 million jobs.

Chatter in Washington suggests a mini-deal that could include a down payment on deficit reduction while delaying most spending cuts and tax hikes is the most likely scenario.

Mohamed El-Erian, co-chief investment officer at PIMCO, the world's biggest bond fund with $1.8 trillion in assets, expects Congress to strike "a mini-bargain" that shrinks GDP by up to 1.5 percent. "That is something the economy can absorb without going into recession," he said.

FEW EXPECT WORST SCENARIO

That's not to say there aren't risks, especially considering U.S. lawmakers' past inability to compromise on fiscal issues.

Gridlock in 2011, when Democrats and Republicans could not agree on a long-term deficit reduction plan, pushed the economy toward a fiscal cliff in the first place.

It provoked Standard & Poor's to strip the United States of its top AAA credit rating, and pushed the CBOE Volatility Index <.vix>, Wall Street's favored gauge of investor anxiety, to levels associated with panic in the markets.

A similar scenario - especially during December, when trading is quieter and moves can be exaggerated - would be worse.

David Joy, who as chief investment strategist at Ameriprise Financial helps oversee $655 billion in assets, said waiting until New Year's Eve to strike a deal would spook investors and probably provoke volatile stock market trade, even if an eleventh hour deal were eventually struck.

He recommends investors maintain neutral positioning, especially in stocks, as the uncertainty could easily trim some of the market's gains in the final months of the year. The S&P 500 index is up 14 percent this year and nearly 10 percent since June, while Treasury yields remain within sight of record lows.

The election, by contrast, looks to be less of a concern for investors. Prediction market Intrade suggests a three-in-four chance the November election results in more divided government, with President Barack Obama winning a second term but Republicans in partial or total control of Congress.

Divided government may make the path to a solution more difficult as both sides dig in their heels.

"I think after the election and before Christmas, when discussions might be most polarized and feverish, is the most likely time you'll see doubts in the markets and an extra risk premium demanded to hold U.S. assets," said Alan Wilde, who helps oversee $50 billion at Baring Asset Management.

As Congress has punted on the hard decisions, the numbers have hardly changed: Federal red ink is expected to total more than $1 trillion in 2012 for the fourth straight year.

If the full $600 billion in taxes and spending cuts were to take effect, economists at Credit Suisse said the hit to the U.S. economy would be sharpest in the first quarter of 2013, with a 5 percent decline in annual gross domestic product, and that the U.S. unemployment rate could rise to 10 percent.

Falling off the cliff would also hurt Europe, posing risks for global growth.

If the entire menu of tax hikes and spending cuts were to take effect at once, it would amount to the most severe fiscal tightening since the 1969 tax increase passed to pay for the Vietnam War. This time, the CBO estimates the economy would shrink by 0.5 percent in 2013, with a crushing first-half contraction of 2.9 percent.

In this worst-case scenario, Credit Suisse said investors should take refuge in defensive sectors such as health care, consumer staples and utilities and avoid homebuilders, machinery and energy stocks.

Of course, few are expecting the worst to occur, which has at least some strategists wondering if Wall Street is being too complacent.

"If you had to access the risk, it's that things get more disruptive, because there's such unanimity that the situation will be handled smoothly," added Jim McDonald, chief investment strategist at Northern Trust, which oversees $704 billion.

Balestrino, for example, said the firm has pulled "quite a bit" of money out of investment grade and high yield credit and taken refuge in the mortgage market, which is more attractive thanks to the Federal Reserve's commitment to make open-ended purchases of such debt to keep mortgage rates low.

McDonald, too, warned of higher-than-usual volatility as the deadline approaches. Yet he still thinks the possibility of no deal is remote. "Disrupting existing portfolios for a such low probability circumstance doesn't make sense to us," he said.

RATINGS AGENCIES, GROWTH RISKS

There are risks tied to a short-term, temporary deal as well. Ron Florance, who helps manage assets worth $169 billion at Wells Fargo Private Bank, said it would forestall disaster but wouldn't encourage people to invest or companies to hire.

"Many investors are sitting on the sidelines because they don't know what the tax rates are. If you don't know the rules of the game, you don't walk on the field to play," he said.

"So if they want to promote continued slow, uninspired economic growth, that would be a good way do it."

Balestrino sees another risk: the ratings agencies.

Earlier this month, Moody's said it too could strip the United States of its top credit rating if Congress does not agree to policies that ensure long-term deficit reduction.

"If you're kicking the can again, you're almost assuring a downgrade, and I don't think that would be met as kindly by the bond market this time as it was a year ago," he said.

Treasury yields fell in 2011 when S&P downgraded the United States, though Balestrino said markets were worried at the time that European monetary union was about to collapse, which helped ensure a bid for dollar-denominated U.S. government bonds.

"The timing of any rating action is not directly related to the fiscal cliff. It's whatever policy actions are taken after the election and over the course of 2013," said Steven Hess, Moody's lead sovereign credit analyst on the United States.

Moody's said earlier this month that if budget talks next year fail to produce a plan that lowers the U.S. debt-to-output ratio over time, it would "expect to lower the rating, probably to Aa1.

Higher long-term interest rates could squeeze some fixed income investors and put pressure on a still fragile economy.

"Once you've had two major ratings agencies opine you're not a triple-A credit," Balestrino said, "I think there has to be a cost in the marketplace."

Minnesota Catholics divided on marriage amendment | National ...

Sep. 27, 2012

On Aug. 23 in Falcon Heights, a Minnesota State Fair booth calls for a no vote on a state amendment banning gay marriage. (AP Photo/Jim Mone)

As faith outreach director for Minnesotans United for All Families, Lutheran pastor Grant Stevensen hears from a lot of Catholics who are torn between their faith life and their attitude toward gays and lesbians.

Like this man, whose mother is a lesbian: "There's no part of me that would not be Catholic. It's in my bones. And yet this thing that's in my bones rejects my own mother."

Those conflicted Catholics and other Minnesotans will vote Nov. 6 on: "Shall the Minnesota Constitution be amended to provide that only a union of one man and one woman shall be valid or recognized as a marriage in Minnesota?" Both sides of the issue are planning final events as their 18-month campaigns come to a close.

The Minnesota Catholic Conference also finds that some Catholics are against the amendment for very personal reasons, the conference's communications associate, Jessica Zittlow, said. Concerns arise, however, over "efforts to mislead them and the public concerning what the church teaches, and the effect of the marriage amendment," she said.

Although the conference finds some Catholics who are conflicted, it also finds that the "majority of Catholics, particularly those who attend church regularly and practice their faith, strongly support the marriage amendment."

Minnesota for Marriage -- a coalition of groups, including the Minnesota State Catholic Conference -- is focusing on the importance of a marriage of one man and one woman for the benefit of children, Minnesota for Marriage spokeswoman Autumn Leva said. The recent Minnesota State Fair brought "tens of thousands of new volunteers and supporters," she said.

The Catholic church in the state has actively supported the amendment. The Minnesota Catholic Conference has about 450 church captains statewide for educational, prayer and outreach efforts with thousands of volunteers, from manning educational tables to get-out-the-vote activities such as house parties, Zittlow said. The conference has planned more than 75 educational events leading up to Nov. 6.

Zittlow said, "When Catholics hear what the Catholic church actually says about the purpose of marriage in civil society, and why it supports the amendment, they recognize that the Catholic position is not 'anti' anyone, nor is it meant to be 'mean-spirited' or bigoted toward our fellow brothers and sisters with same-sex attraction."

Still, some Catholics continue to oppose the amendment. About 300 recently appeared in a YouTube video singing of inclusiveness, said Michael Bayly, executive coordinator of Catholics for Marriage Equality MN, a group working on defeating the amendment and one of the partners with Minnesotans United for All Families, a coalition group opposing the amendment.

Front page of NCRSeptember 28- October 10 edition:
This issue includes our Religous Life special section, a look at a man who's infusing jazz music into Mass, and full coverage of the trial of Bishop Finn and Pope Benedict XVI's trip to Lebanon. />

Bayly's group also is working on defeating Minnesota's other proposed amendment, the voter identification amendment.

Recently, the Minnesota Campaign Finance and Public Disclosure Board ruled in favor of a man who works for the Catholic church who wanted his $600 donation to Minnesotans United for All Families to remain anonymous for fear of losing his job. A priest in the Duluth diocese donated $1,000 to Minnesotans United for All Families and his name was made public. The diocese told the Duluth News Tribune that the priest was unaware his name would be made public.

Catholics make up Minnesota's largest single religious denomination, nearing 1.1 million.

Minnesotans United for All Families has attracted many Catholic volunteers, partly because Catholics who want to talk about the issue have no other venue to speak, said Kate Brickman, spokeswoman for Minnesotans United for All Families.

The difference between Minnesota and other states that have debated this is that the Minnesota legislature voted May 2011 to put the amendment on the ballot, so people have had 18 months to prepare, whereas other states on average only had three to five months, Brickman said.

Another point is Minnesota's historically high voter turnout. That is one reason why Minnesota for Marriage is focusing on educating voters and moving undecided voters, in addition to the fact that leaving the ballot blank counts as a "no" vote, Leva said.

Even if the amendment is not passed, Minnesota has a law banning same-sex marriage. Some worry, however, that the law may be debated by future court cases.

"There is a definition of marriage in Minnesota," Leva said. "It will be decided either by the people of Minnesota or the courts."

Court to release documents in theater shooting

DENVER (AP) ? After weeks of secrecy surrounding the Colorado theater shooting case, most of the documents filed in court will be released to the public on Friday.

The release, expected sometime after 8 a.m., could shed more light on what prosecutors say led to the July 20 shooting at the Century 16 theater in Aurora during a special midnight showing of the new Batman movie, "The Dark Knight Rises." Former University of Colorado, Denver, neuroscience graduate student James Holmes, 24, faces 152 charges in the shooting that killed 12 people and injured 58 others.

Defense attorneys claim Holmes is mentally ill and sought the help of a university psychiatrist before the shooting, raising the possibility that Holmes will plead not guilty by reason of insanity.

In court, prosecutors raised the prospect that Holmes was angry at the failure of a once promising academic career and stockpiled weapons, ammunition, tear gas grenades, and body armor as his research deteriorated and professors urged him to get into another profession. Chief Deputy District Attorney Karen Pearson said Holmes failed a key oral exam in June, was banned from campus and began to voluntarily withdraw from the school.

Key information in the case gleaned from previous court documents includes:

? Confirmation that Holmes sent a package to CU psychiatrist Lynne Fenton. In the document, defense attorneys Daniel King and Tamara Brady described Fenton as Holmes' psychiatrist, although prosecutors have said that their doctor-patient relationship ended on June 11, weeks before the attack. The package contains a notebook that reportedly includes descriptions and drawings of an attack, but Fenton said she never saw the notebook.

? Information from prosecutors that Holmes in March spoke with another student about killing people "when his life was over."

Prosecutors and defense attorneys had asked that court documents be sealed to preserve an ongoing investigation and protect Holmes' right to a fair trial. Sylvester ordered that some information in the documents that will be released have information blacked out to protect the identities of witnesses. Documents that won't be released include an arrest affidavit, which contains information about the investigation, as well as requests for search warrants and subpoenas.

In his order, Sylvester noted that some information contained in court documents had been divulged in court and placing limits on what's released balances the public's First Amendment rights to see the court file, and prosecutors' and defense attorneys' concerns.

Feeling stressed out tied to heart disease risk

NEW YORK (Reuters Health) - People who report feeling high levels of stress in their daily lives are more likely to develop heart disease than those who don't experience as much stress, according to a new review of earlier studies.

While the finding isn't surprising, the review gives a clearer picture of the relevant research to date.

"Everybody knows that stress is bad for your heart... but the evidence has been scattered out over the years," said Donald Edmundson, a professor at Columbia University Medical Center and one of the authors of the study.

Starting with a large British study from the 1960s that found an increased heart disease risk among poor people, researchers have linked stress to poor heart health.

And just this year, a study of 200,000 people in Europe showed that those who have stressful jobs are more likely to receive a diagnosis of heart disease than people whose jobs are less demanding and offer more freedom (see Reuters report of September 14, 2012).

To get a better grasp of what the research has had to say about people's own perception of stress and their heart disease risk, Edmundson and his colleagues gathered the results of six large studies on the topic.

Nearly 118,000 people participated in the studies, which surveyed the participants about the stress in their lives.

Some studies used a scale of how frequently or how severely the people felt stressed out, while others used a simple yes or no response to the question of whether someone had felt stressed.

At the beginning of the studies, none of the participants had been diagnosed with heart disease.

Over follow-up periods - anywhere from three to 21 years - the researchers tracked how many of those surveyed developed coronary heart disease, a condition in which the heart's arteries narrow due to cholesterol-rich deposits. Eventually, the buildups can snag the blood flow to the heart and cause heart attacks.

According to the National Institutes of Health, coronary heart disease is the number one killer of men and women in the U.S., with more than 400,000 people dying from the condition each year.

Taken together, the studies found that people who felt stressed were 27 percent more likely later to be diagnosed with coronary heart disease, be hospitalized with the condition, or die from it.

Edmundson said the rise in heart disease risk related to stress is equivalent to smoking five cigarettes a day. However, there is no ironclad proof that stress is to blame for the heart problems.

One possible explanation is that stress raises the blood levels of hormones that can be take a toll on the heart.

In addition, people who are stressed might behave in ways that are less healthy, "like smoking, unhealthy dietary choices, physical inactivity etc. These mechanisms usually interact, making the situation much more complicated," said Dr. Demosthenes Panagiotakos, a professor at Harokopio University of Athens, who was not involved in the study.

In an email to Reuters Health, Panagiotakos said Edmundson's review supports the link between stress and heart disease, "however, this is based only on six relevant studies, a fact that makes the causal inference very difficult."

Edmundson said people can take steps to reduce their stress, such as exercise, yoga and meditation.

"Good old-fashioned exercise, good old-fashioned stress reduction techniques, are probably - the study hasn't been done yet - but are probably going to be good for healthy people to offset their risk of heart disease going forward," he said.

Voters say Obama ads more honest, but expect both sides to lie

In an election season that has produced reels of negative ads and dizzying spin, more Americans find that President Barack Obama's ads remain honest, giving his campaign a 12-point lead over that of his Republican opponent, Mitt Romney, according to the Yahoo!/Esquire poll.

Many Americans appear to agree with Romney pollster Neil Newhouse's statement that "We're not going to let our campaign be dictated by fact-checkers," though perhaps not in the way the Romney campaign would like. Among the general population, 42 percent found that the president's ads stick to the truth, while only 30 percent said the same about Romney's campaign ads.

As for which side's ads contained outright lies, Americans view Romney and Obama as neck and neck. The margin of error for the survey, conducted shortly after the two national political conventions, is plus or minus 4 percentage points.

42 says Obama's ads are truthful; 30 percent say so about Romney's ads.

[See more graphics at Esquire.com]

But the sad truth is that two-thirds of Americans fully expect politicians to lie, as a rule of thumb. Most who hold that expectation are bothered by it.

In his interview with "60 Minutes" Sunday evening, Romney complained that the president and his supporters distort the facts to fit their narrative. But 60 percent of those surveyed found that Romney's refrain?that Obama has "failed" America in his first term?is too harsh an appraisal, with only 36 percent calling it a justified claim.

The poll was conducted among a random national sample of 1,002 adults from Sept. 7 to Sept. 10. The respondents were contacted by landline and cellular telephone. View the full results (pdf).

How the Women of Newsweek Sued Their Bosses and Transformed the Workplace

Listen to Episode 21 of The Afterword:

In the late 1960s, Newsweek was an exciting place to work: The magazine was the ?hot book,? famous for its coverage of the civil rights movement, the sexual revolution, and women?s liberation. But inside the magazine, the female career track ended in a dead end. Women could work distributing mail, clipping newspaper stories, or as researchers, fact-checking stories, but that was the end of the line. Only women were hired as fact-checkers, and only men were hired as reporters and writers. On March 16, 1970, the day that Newsweek ran a cover story headlined ?Women in Revolt,? 46 of Newsweek?s female employees sued the magazine, claiming discrimination in hiring and promotion. In The Good Girls Revolt: How the Women of Newsweek Sued their Bosses and Changed the Workplace, Lynn Povich, who was one of the protest?s ringleaders, tells the story of the suit and how it changed the American media.

The Afterword, which appears in the Slate daily podcast feed every other Thursday, features interviews with the authors of new nonfiction books. The next guest will be Christopher Bonanos, talking about his new book Instant: The Story of Polaroid. That podcast will be live on Oct. 11.

The podcast is produced by June Thomas. The executive producer of Slate?s podcasts is Andy Bowers.

Defamation bill recalled from Ukraine parliament

KIEV, Ukraine (AP) ? Facing international criticism, Ukraine's ruling party announced Wednesday it's recalling a bill that envisioned jail time for defamation ? a rare victory for civil society in the ex-Soviet nation.

Critics of the proposed legislation, which was backed by the ruling party-dominated parliament, said it would have enabled censorship and been used by authorities to silence government critics.

The bill, which last week passed a first reading, called for penalties of up to five years in jail for defamation. The draft law drew condemnation from international watchdogs and prompted leading news outlets in Ukraine to put up black banners on their websites.

One of Ukraine's top magazines, Korrespondent, said its issue this week would feature a blank cover to protest the bill.

President Viktor Yanukovych's Party of Regions said one its lawmakers, Vitaly Zhuravsky, had recalled his bill from parliament and would rework it together with civil society groups. Yanukovych, who is in New York to attend the U.N. General Assembly, said Zhuravsky made the decision after talking with him and fellow party members.

"Such decisions cannot be made hastily," Yanukovych was quoted as saying on his website.

Watchdogs say media freedoms in Ukraine have come under threat since Yanukovych came to power two years ago. They accuse the government of resorting to censorship and pressuring independent news outlets ahead of the Oct. 28 parliamentary election.

BoostCTR Selects Tipalti to Power Global ... - Business Review USA

AGOURA HILLS, Calif., Sept. 26, 2012 /PRNewswire/ -- Tipalti, the automated global mass payment solution for online advertising, game monetization and affiliate networks, crowd sourcing and crowdfunding networks, today announced BoostCTR has chosen the Tipalti platform to send fast, secure payments in local currency to its SEM writers around the world.

In just three short months of using Tipalti, BoostCTR has dramatically reduced its payment processing time, turning a chore that took more than half a business day each week into a 10 minute-a-week job. In addition to processing efficiency, BoostCTR can now offer new payment methods to its writers in more countries, and deliver timely payment in each writer's local currency via their preferred payment method. Plus, the Tipalti system has virtually eliminated payment failure/rejections while ensuring full Anti-Money Laundering (AML), anti-terror and anti-narcotics compliance.

"Using Tipalti has saved us a tremendous amount of time and money by streamlining a vital piece of our operations," said Rob Lenderman, BoostCTR co-founder. "Our writers love it because they get paid faster, in their preferred method and currency, and receive a higher net rate thanks to Tipalti's lower fees that eat less into their wages. Plus, Tipalti's broad international reach allows us to work with writers in more countries than we ever could with PayPal, tearing down a major barrier to our business expansion. With Tipalti, we can easily expand our services to offer our clients advertising optimization by native-speaking writers in emerging international markets."

About 20 percent of BoostCTR's weekly payments are made to international writers based in South America and Europe, as well as some in Australia. Prior to Tipalti, the company was able to pay only through PayPal, which limited its options when it came to hiring writers, and payments became more challenging as the company grew. Rather than investing a massive amount of time, labor and expertise into building an in-house solution, Tipalti's plug-and-play system was a smarter, more economical move.

Tipalti also helped BoostCTR become fully OFAC (Office of Foreign Asset Control) compliant with an automated built-in system that scans every payee against the government issued black-list, eliminating the risk of paying barred entities. In fact, Tipalti has proven so efficient, BoostCTR is looking into issuing daily payments, which Lenderman believes will greatly enhance writer satisfaction, boost productivity and improve recruitment.

Tipalti's efficient system enables any payer of any size to send payments to businesses or individuals in local currency to more than 200 countries in the world, all within minutes, via a single, simple file upload via a web dashboard or API. Tipalti handles all U.S. and international funds disbursements, U.S. tax form collection, U.S. end-of-year 1099 tax form generation, and other compliance workflows that typically consume significant time and resources. Tipalti's service can be free to use for payers, with transaction fees picked up by the funds recipient. The platform is fast and easy to implement, and typically takes less than a day to setup.

To get started, payers integrate a single line of code into their payee registration workflow using a white-labeled iframe. Payees enter their preferred currency and payment method?ACH/direct deposit, global-ACH/international local bank transfer, paper check, wire transfer, PayPal, prepaid debit card or cash via Western Union. The system incorporates local regulatory information to ensure payments are received by each vendor quickly and at the minimum cost.

When it's time to disburse payments, the payer uploads a single payment file to Tipalti and the system automatically reconciles payees and payment methods, screens payees against blacklist databases and disburses funds through the payer's bank account. Processing payments takes mere minutes, and there's no limit on how much or how little money can be sent.

To get started sending payments around the world today, visit www.tipalti.com.

Is there another Mona Lisa?

The Mona Lisa: It's one of if not the most famous piece of art in the world. Leonardo da Vinci's masterpiece has inspired numerous forgeries and impersonators but none of them can compare to the original, which hangs in the Louvre Museum in Paris.

None of them, that is, except for the true original Mona Lisa that was painted by da Vinci roughly 10 years earlier. That's right, the Mona Lisa might have an older sister.

Known as the Isleworth Mona Lisa, the painting was discovered shortly before World War I by English art collector Hugh Blaker, who purchased it from the noble family to which it had previously belonged. Blaker then moved the painting to his studio in Isleworth, England, giving it its iconic name.

The Islesworth Mona Lisa is slightly larger than the one that hangs in the Louvre and is framed by two columns. It has also been noted that Lisa del Giocondo, the woman who posed for the portraits, appears younger in the Isleworth version, lending credence to the theory that it was painted earlier.

Although compelling, such evidence is far from proof that Isleworth Mona Lisa is anything more than a convincing forgery. The painting's authenticity has been subject to furious debate among art historians and collectors, until now.

The Mona Lisa Foundation, which was set up to conduct research into the work, has announced that it has "historical, comparative and scientific evidence" that will prove once and for all that the painting is an authentic de Vinci.

Professor Carlo Pedretti of the Armand Hammer Center for Leonardo Studies at the University of California in Los Angeles and professor Alessandro Vezzosi, director of the Leonardo da Vinci Museum in Vinci, Italy, have lent their support to the claim. But until the foundation unveils its new evidence, the painting will remain as mysterious as the source of the Mona Lisa's smile.
